📋 What This Question Tests

This set of questions assesses your knowledge of international governance and treaties (AO1) and your ability to apply citizenship knowledge to evaluate a provided source (AO2). Question 03.1 • 1 Mark (AO1)

Commonwealth Membership Recall

Which of the following countries is a member of the Commonwealth?

✅ Correct Answer

B: Canada

Award 1 mark for shading option B.

💡 Key Knowledge

  • The Commonwealth is composed of 56 member countries, most of which were territories of the former British Empire.
  • Major members include Canada, Australia, India, New Zealand, Nigeria, and South Africa.

❌ Common Errors

  • Choosing the USA: Although the USA was once a British colony, it gained independence via revolution in 1776 and never joined the Commonwealth.
  • Brazil & Israel: Brazil was part of the Portuguese Empire; Israel is not a Commonwealth member.
Question 03.2 • 1 Mark (AO1)

International Financial Institutions

Which international organisation is the International Monetary Fund (IMF) an agency of?

✅ Correct Answer

The United Nations (UN)

Award 1 mark for accurate identification of the United Nations (accept abbreviations such as "UN").

💡 Key Knowledge

The IMF (International Monetary Fund) is a specialised financial agency of the United Nations. It works to foster global monetary cooperation, secure financial stability, and promote international trade.

❌ Common Misconceptions

  • Stating the World Bank or World Trade Organisation (WTO) — these are separate international financial bodies, not the parent body.
  • Writing the European Union (EU) or G7 — the IMF is a worldwide institution under the UN umbrella.
Question 03.3 • 2 Marks (AO1)

The Council of Europe

Explain the role of the Council of Europe.

✅ Model Answer (Full 2 Marks)

"The Council of Europe is an international organisation whose primary role is to uphold and promote human rights, democracy, and the rule of law in Europe [1 mark] . It does this by overseeing the European Convention on Human Rights (ECHR) and enforcing it through the European Court of Human Rights [1 mark] ."

🧠 Mark Breakdown

  • Mark 1: Identify its core purpose (e.g. promoting human rights, democracy, or the rule of law across Europe).
  • Mark 2: Name a mechanism or institution it created to do this (e.g. the European Convention on Human Rights / European Court of Human Rights).

❌ Frequent Examiner Warning

Do NOT confuse the Council of Europe with the European Union (EU)!

  • The Council of Europe is not an EU institution.
  • The UK remained a member of the Council of Europe after Brexit.
  • Do not mention the "European Council" or passing EU laws.
Question 03.4 • 4 Marks (AO2)

UK Benefits from the Commonwealth (Source C)

Discuss how the UK benefits from being a member of the Commonwealth. You should refer to Source C in your answer.

🧠 Level Descriptors & Requirements

  • Level 2 (3–4 marks): Good application of knowledge and understanding; response clearly links points in Source C directly to benefits for the UK.
  • Level 1 (1–2 marks): Basic application; simply copies out the source or gives disjointed facts without explaining how the UK benefits.
  • Rule of thumb: Explain at least two distinct benefits, both grounded in details quoted or cited from Source C.

💡 Linking Source C to UK Benefits

  • "56 countries / 2.5 billion population": Expands UK global influence and diplomatic reach beyond Europe.
  • "Headquarters in London / King Charles III is Head": Enhances UK soft power, prestige, and central leadership on the world stage.
  • "Promote cooperation over shared economic concerns": Opens paths for bilateral trade deals (especially important post-Brexit with Canada, Australia, NZ).
  • "Commonwealth Games": UK home nations compete individually; hosting provides economic, tourist, and cultural benefits.

✅ Model Level 2 Answer (4 Marks)

Firstly, Source C states that the Commonwealth has 56 member countries with a joint population of 2.5 billion. Being a leading member of this global network allows the UK to amplify its diplomatic voice and global influence well beyond Europe. Furthermore, with its headquarters in London and King Charles III as Head, the UK holds a central, prestigious role that bolsters British soft power and helps promote shared democratic values and the rule of law internationally.

Secondly, the source highlights that members cooperate on shared economic concerns. This directly benefits the UK by facilitating trade relationships and post-Brexit trade agreements with major Commonwealth economies such as Australia and Canada. Additionally, participation in the Commonwealth Games allows UK nations to compete individually and generates substantial economic and cultural prestige when the UK hosts the events (e.g. Birmingham 2022).

❌ Common Pitfalls in Source Questions

  • Rewriting the text: Repeating "there are 56 countries and King Charles is head" without explaining why that is an advantage to the UK scores 0 or caps you at Level 1.
  • Ignoring the prompt: Writing general essays about British history or the Empire rather than focusing on membership benefits today.
